Can a fast food place refuse to give you a water cup?

I’m 14 and I live in Oregon and the Mc donalds diddnt gimme a water cup. Can they do that?

Sometimes, a restaurant will make you pay for the cup but there is no reason for them not to give you a cup of water unless you did something to make them mad….. I am talking about something inappropriate in their restaurant.
