Briggs and stratton quantum XTL 45 spring either #217 or #209?

I have viewed the briggs ‘Parts list exploded diagram’ no use as it only shows you the parts but not a true exploded diagram as it doesnt show where parts go
i have what i believe to be throttle linkage set up 222 according to the manual but the spring was not connected. i seems wrong hooked over the small bellcrank hoop then to the governer wire hoop it seems too much tension although thats where i believe it goes. also the seller says ‘mower engine is difficult to start put some fuel in the cylinder first, but runs fine
engine stop is on the operator presence lever

spark plug new and sparking.
cant see any holes in the primer system/choke on the other hand cant smell petrol when its pushed and i shove me nose in the carb.

Help could do with a photo of a correctly wired/levered up carb diagrams etc’ Proper diagrams’ Thanks Guys Matt
