are you allowed to attach a sweeping brush or hand held blower to a ride on grass cutting machine?

i know someone who operates a ride on grass cutting machine who cuts grass on housing estates. The machine is a cylinder mower with no grass collection box and sometimes the arisings of the grass ends up on the footpath are you allowed to carry a sweeping brush or hand held blower on the machine so as the operator can sweep the footaths obviously the brush must not hinder the operational controls of the machine but can be safely tied onto the side of the machine is this alowed in health and safety law or are you unsafely altering the machine safety etc
