How do you file a complaint against Ford Motor Company regarding a Extended Service Agreement?

Jorgensen Ford Detroit, Michigan is the new car dealer and they have had the worst service department in the United States. I am having problems with my 2002 Taurus and they have not even attempted to get the issue resolved. I was told by Ford Motor Company that they did not have any control over the dealership. Since the dealerships are authorized Ford Agents, it appears as if I cannot get my extended warranty enforced. Any suggestions would be greatly appreciated.

Whos extended service plan is it? If it is a Ford plan there is a customer service number on the paperwork.
